The purpose of this document is to seek feedback on the two proposed amendments to the pattern approval requirements for electricity meters in use for trade in relation to the impulse voltage test. The first is to recognise and accept impulse voltage testing in accordance with the test procedure in the international recommendation OIML R 46. The second is to accept a lower level for the impulse voltage test for sub-meters.
These amendments follow a significant amount of feedback and industry liaison regarding this test, particularly its realisation in OIML R 46, and other relevant national and international standards.
In addition, feedback was received on the applicability to sub-meters and the recognition of the normal installation environment for them. This document also announces transitional arrangements (grandfathering) for meters intended for the use of sub-metering.
